SQL Express to SQL Standard upgrade?

The database size on SQL Express is around 10GB. I checked our database size and it said 38GB.

1. Do I need to upgrade to SQL Standard Edition ?


2. Is it expensive to upgrade ?


3. Would the web hosting company be able to provide us with the license ?
