Can't check out TFS scripts in Oracle

I have created a procedure in oracle using toad. I was able to check-out the procedure i've created and check it back in, but after I logged-out and logged back in oracle, I can't check-out the script or procedure i've created. We tried to check-out from a different pc and even reinstall toad, but to no avail.
