Access denied for user to database 'mysql' in amazon RDS

I am trying to restore the 'Mysql' database of my master in the DR and i am facing access denied issue.

I have also tried to restore only user table with no luck. Tried searching google but dont see any articles.

Any help on this would be highly appreciated.
