Oracle has quite drastic licencing policy based on the number of cores. Can we save by providing a server with less cores, but more memory? Or is the number of cores the most crucial factor for the performance?

What does the Oracle DB engine use the memory for? For which types of operations is a lot of memory crucial? What type of applications (please be detailed) suffers the most from low memory?
What does the Oracle DB engine use the cores for? For which types of operations is a lot of cores crucial? What type of application (please be detailed) suffers the most from low amount of cores? What single operations are implemented using a concurrent algorithm?
