SQL server configuration manager returns remote procedure call failed

I open the sql-server configuration manager and it returns remote procedure call failed.

this is windows 7 ultimate version, sql-express 2008r2 version with advanced services.

Previously I installed sql-express 2008r2 version and since I needed the full text search I uninstalled sql-expess 2008r2 and then installed sql-express 2008r2 with advanced services.
